Tikhon Lebedev was born in 1911.

He graduated from Voroshilovgradskaya flight school in 1935.

Leitenant Lebedev took part in the Finnish-Soviet Winter War between November 1939 and March 1940, flying Polikarpov I-15bis in 13 IAP-KBF.
During this conflict, he flew 31 combat missions.

When Germany invaded the Soviet Union on 22 June 1941, starshiy leitenant Lebedev served in 87 OIAE-ChF, which was part of the Air Force of the Black Sea Fleet. This unit was equipped with Polikarpov I-15bis.

He was posted from 87 OIAE-ChF in March 1942 when he was posted to 32 IAP-ChF.
From this time, for health reasons, he worked in non-flying positions.

He left 32 IAP-ChF in October 1942 and in December the same year, he was posted to 46 ShAP-ChF.

In October 1943, he was posted to 78 IAP-SF.
He remained with this unit until the end of the war.

Lebedev ended the war with 2 biplane victories.
These had been claimed in 100 combat missions (as of 26 December 1941).
