Petr Ovsyannikov was born in 1920.
He graduated from Molotovskaya flight school in 1940.
In June 1942, mladshiy leitenant Ovsyannikov was posted to 926 IAP-PVO when this regiment started to form on 29 June. This regiment became operational on 22 July as part of Stalingrad Air Defence and was equipped with Polikarpov I-153s.
Mladshiy leitenant Ovsyannikov claimed the regiment’s first known victory when he claimed a Ju 88 over Staraya Grigor'yevskaya on 25 July.
On 23 August, I-153s from 926 IAP-PVO intercepted Ju 87s north-west of Gumrak Station. One was claimed shot down by leitenant Ivan Chernikov and a second by Petr Kopeykin. Five more were claimed as shot down as shared among seven pilots – four of these pilots were leytenant Chernikov, mladshiy leitenant Ovsyannikov, mladshiy leitenant Aleksandr Shatskiy and Kopeykin.
On 25 August, the pilots without aircraft arrived at Srednyaya Akhtuba airfield.
12 pilots from the regiment were posted to 102 IAD on 5 September and Ovsyannikov was one of these, being posted to 629 IAP.
With this regiment he was to fly I-153s, Hurricanes, Yak-1s and Kittyhawks.
In September 1942, 629 IAP operated on the Stalingrad Front with I-153s
On 31 March 1943, the regiment became a guard’s unit and renamed to 38 GIAP.
From 29 July, 38 GIAP was part of the newly formed Eastern Front Air Defence.
On 31 July 1943, leitenant Ovsyannikov didn’t return from a combat mission.
At the time of his death, Ovsyannikov was credited with 3 biplane victories and a total of 4.
