Pavel Pavlov was born on 16 November 1919 in Ploskovo.
He joined the Navy in 1939.
In 1940, he graduated from Yeysk Military Aviation School of Naval Pilots.
When Germany invaded the Soviet Union on 22 June 1941, mladshiy leitenant Pavlov served in 71 IAP-KBF of the Air Force of the Baltic Fleet. This unit was equipped with Polikarpov I-153s.
Pavlov and starshiy leitenant Ivan Kasatkin claimed a shared Hs 126 over Rakvere on 4 August 1941.
Pavlov left 71 IAP-KBF in April 1942, when he was posted to 21 IAP-KBF. He was to serve with this unit until the end of the war, flying Yak-1s, Yak-7s and Yak-9s with this unit.
By April 1944, kapitan Pavlov was CO of 5./21 IAP-KBF.
On 22 July 1944, he was decorated with the Gold Star of the Hero of the Soviet Union and the Order of Lenin.
Pavlov ended the war with 1 shared biplane victory and a total of 7.
These had been claimed during 602 combat missions and 46 air combats.
Pavlov continued to serve after the war and graduated from the Naval Academy in 1956 before being transferred to the Air Defence Forces in January 1957.
Polkovnik Pavlov died on 15 September 1963 and is buried in Tallinn.
