Aleksandr Rumyantsev was born in 1920.
He graduated from the flight school at Yeysk VMAU in 1939.
When Germany invaded the Soviet Union on 22 June 1941, mladshiy leitenant Rumyantsev served in 87 OIAE-ChF of the Air Force of the Black Sea. This regiment was equipped with Polikarpov biplanes.
On 12 July 1942, he was shot down in air combat and wounded. In the ensuing emergency landing he received additional bruises and he was hospitalized.
Upon recovery, he didn’t return to 87 OIAE-ChF.
In September 1942, he was posted to 6 GIAP-ChF.
Four Yak-1s from 6 GIAP-ChF claimed a shared Ju 87 over Myskhako on 17 March 1943. Known pilots are Mikhail Kologrivov, Mikhail Avdeyev and Rumyantsev.
On 5 May, 6 GIAP-ChF was in combat in the Crimean area and claimed three Bf 109s. Each were claimed as individual claims and were made by Mikhail Kologrivov (west of Crimean), Rumyantsev and Stepan Petrov.
On 23 January 1944, 6 GIAP-ChF was in combat in the Kerch area and made several claims. Mikhail Grib claimed one Bf 109 over Dzhardzhava station, Mikhail Kologrivov claimed a second Bf 109 over Kerch, Rumyantsev claimed a third while Stefan Voitenko claimed a Ju 87 over Katerlez.
Four pilots from 6 GIAP-ChF claimed two shared Bf 109s over Malyy Babchik on 24 January. Two of the piltos were Boris Akulov and Rumyantsev.
On 14 April 1944, he left the front for long-term treatment of his wounds.
On 28 June 1945, he was dismissed from active status due to health reasons.
Starshiy leitenant Rumyantsev ended the war with 1 biplane victory and a total of 4.
These had been claimed during 333 combat missions (as of 3 March 1944).
