Fedor Plotko was born in 1913.

He graduated from Kachinskaya flight school in 1938.

Leitenant Plotko took part in the Soviet-Finnish Winter War serving in 72 SmAP-SF of the Air Force of the Northern Fleet between January and March 1940. In this regiment he flew I-15bis.

When Germany invaded the Soviet Union on 22 June 1941, leitenant Plotko still served in 72 SmAP-SF.
At the outbreak of the war, the regiment was equipped with I.15bis, I-153s and I-16s.

On 29 June, Ju 88s attacked Vayenga airfield. The I-153s from 72 SmAP-SF intercepted these and Vasiliy Adonkin claimed a Ju 88 and three more shared as did leitenant Plotko. The three shared Ju 88s were shared among five pilots including Adonkin, leitenant Plotko and starshiy leitenant Viktor Alagurov. A sixth Ju 88 was claimed by Ivan Tumanov.

On 18 January 1942, the 72 SmAP-SF became a guard’s unit and renamed to 2 GSmAP-SF.

In June 1942, Plotko was transferred from 2 GSmAP-SF to 78 IAP-SF.
This regiment was equipped with Hurricanes and I-16s (the I-16s were transferred to 27 IAP-SF on 6 June 1942).

Between October and November 1943, the regiment received and transferred to Kittyhawks.

From November 1944, the regiment no longer took part in combat operations.

Major Plotko ended the war with 3 biplane victories.
These had been claimed during 309 combat missions and 32 air combats.
